High Expectation but Low Integration? Experiences in Modernising and Integrating Information Systems for Supervision

FSI Insights No. 77

As supervisory authorities invest in modernising their information systems, are those systems actually delivering more integrated and effective supervision?

The Financial Stability Institute (FSI) of the Bank for International Settlements (BIS) has published FSI Insights No. 77, examining the evolution of information systems supporting the supervision cycle and the current state of systems integration across supervisory authorities worldwide. Progress is mixed: only eight surveyed authorities have achieved full integration, while almost half still operate with fragmented systems — a gap more pronounced among emerging market and developing economy authorities.

The paper identifies integrated systems as a key enabler of AI adoption at scale, while also flagging significant challenges: legacy infrastructure, data quality, resistance to change, and growing vendor dependence and concentration risk. Its central message is that systems integration is a strategic transformation, not a technical exercise — and that success should be measured not by how effectively technology was deployed, but by how effective supervision has become.
