Financial Stability in Focus: Artificial intelligence in the financial system

Financial Policy Committee

The development of artificial intelligence (AI) is expected to significantly impact the UK economy by enhancing productivity, improving decision-making, and driving innovation. The financial sector is already seeing benefits from AI in process automation and customer engagement, and it may increasingly rely on AI for core decisions like credit and insurance underwriting. However, the rapid evolution of AI introduces considerable uncertainty and potential risks.

The Financial Policy Committee (FPC) is examining the macroprudential implications of widespread AI adoption in finance, focusing on:

  1. AI in Core Decision-Making: While beneficial, it poses risks if widely used models share flaws, potentially leading to systemic issues like credit mispricing.
  2. AI in Financial Markets: Could improve efficiency but also increase the risk of market instability if many firms act similarly during stress events.
  3. Operational Risks: Heavy reliance on a few AI service providers could create systemic vulnerabilities if disruptions occur.
  4. Cybersecurity: AI could both strengthen and weaken financial institutions’ cyber defenses, introducing new vulnerabilities.
  5. Wider Economic Impact: AI may disrupt industries, affecting borrower creditworthiness and thus financial stability.

To manage these risks, the FPC plans a flexible, forward-looking monitoring approach, using surveys, intelligence gathering, and collaboration with regulators. This is essential to determine if and when risk mitigations are needed to support safe innovation. The FPC will also engage in global efforts to address cross-border AI-related risks.
